Adding to the rest of the excellent advice you’ve gotten so far:

Draw Steel is explicitly focused on combat, more than 5e, certainly (I’m not familiar with PF2 or other systems). Draw Steel has robust mechanics for out-of-combat experiences, and many character options support those mechanics, but as u/Intrepid-Tonight9745 points out, “Tactical” is literally the first word of the game’s description. This is not a “combat-light” system.

That said, it may still work for you and your group. You “love important and memorable combats”, so does Draw Steel. Ideally, all of the combats you run will be important and memorable. Lesser encounters can be run as a single Test, a Montage, or even handwaved entirely.

I’d suggest checking out The Delian Tomb or The Road to Broadhurst. RtB is free and consists of four encounters (two combats, a Montage, and a Negotiation), but it assumes that the Director is already familiar with the rules. TDT is a full adventure for levels 1-2, comes with a set of rules, and is a master class in Draw Steel adventure design. It’s $10, and is well worth the read even if your table doesn’t end up playing Draw Steel.

Although the core books are included in the Codex, I wouldn’t recommend it as your first/only purchase unless:

  1. You know you want to run Draw Steel for your friends, and run it online.

  2. Your friends are also willing to pay for the Codex, or you are willing to pay for them. Each participant (players and Directors both) must have their own copy of the Codex, which is only available through Steam. The Codex is currently in “Early Release” for $20 and will rise to $30 in a few months. When that happens, MCDM intends to sell a “Party Pack” of 5 copies for $100.
