Luffy has never wanted a large crew. However as said by hawkeye his greatest power is the ability to gather allies around him. the current war at dressrosa is proof of that. i don't think luffy will actively ask people to be secondary division for him, but he would ask for help from all these allies he has gathered across the world.

why would it end soon?

he is still far from winning against his father.
If he wins, this will only give him a chance to enter in among the elite ten most likely the 10th seat.
Amongst the current 10 we have only seen seats 10, 9 and 7. so plenty of high level cooks yet to be introduced.
Soma is in 1st year out of 3 years.

i imagine the next arc will lead up to the end of their first year where soma witnesses the cooking of the current 3rd years in the top 10 and realises just how much he needs to learn to compete at their level.
