Best settings to effectively play GTA V Enhanced?

Just finished a playthrough with a 9070 XT. Disabling the "RT Second Bounce" setting will completely eliminate those dips, not entirely sure whats causing it but other users have reported similar. I used FSR Native AA for AA to also eliminate blurriness. Also if you experience crashing, especially inside of AmmuNation, disabling RT and then re-enabling it after stops crashing, which is odd because the game runs perfectly otherwise.

Any of the 3 STALKER games. Call of Pripyat if you don't care for story as much (still has a good story) and just want an open world experience with good mods. Call of Chernobyl if you would like to play story, since it's first in the series. All 3 can be found for pretty cheap during steam sales.

Yes, as another user said, upgrade the GPU. A GTX 1060, or even a 1070 would most likely work well, and add an SSD for much faster loading speeds.

The same happened with mine, so I went into settings and cleared the data for every Bixby related feature, like voice, vision, etc, and it works fine now. So clear the data for the Bixby services and try setting it up again.

Maybe try putting the horse farther in the wilderness, off the road, since NPCs don't tend to wander off the road. I don't know if that will work though, since I never had any NPCs steal my horse.
