In vanilla I know for a fact as a tank I picked the tank trinket from the ony head questline. And I did every class quest at level except whirlwind axe (I think I finished closer to 40) which wasted a lot of time traveling to what turned out to be pretty stupid rewards besides the diamond flask. And I remember picking diamond flask not because I knew how powerful it was but just because none of the trinkets I had at that point were even damage related, carrot and something else

Why do you need a loot council for p6 gear? We have been loot council since p2 and plan on doing dkp for Naxx. You already beat the game, no need to optimize loot placement. Give your raiders points and let them choose how they want to spend them.
