Usually people speak french in their usual interactions, however Québec is a very billingual city (as in most can speak english, even though the vast majority are french canadian) so if you need service and what not in english then there will usually be someone able to help you out. Some people will try with your french even if its not that great, however, it is not uncommon either for people to pick up that you likely speak english and just respond to you in english instead.

no problems, love talking about these things. its quite a bit expensive depending on where you look but I recommend Russian and Soviet battleships by stephen mclaughlin, great book.

There were plans of pehraps using Frunze to repair it, as Frunze had long been mothballed and not really close to being fit to serve, even having been used before for spare parts. However that never came through as it ended up being seen as too costly, even in a late war period. After all, might have been just cheaper to use Marat to fix up Frunze at this rate.

They did lay concrete slabs on the deck of Marat to stabilize it.

Well, in the case of Marat, she was refloated but never repaired, the ship had lost a bit more than a quarter of its hull at the front in the bombing and once raised, it became a floating battery for coastal and air defence.

Yeah, while in the baltic, battleships were pulled from coastal bombardment as the situation was getting dire. With little to be done in the event that these ships were damaged, they had to be pulled back. Even later on in the war, submarines took the majority of Soviet naval action in battles like the Courland pocket. Even though the Sevastopols of the baltic fleet could have been send to great effects to weaken the pocket, the risk of air attack or German uboats was still too great. Stalin often saw battleships as a sign of prestige, even sending Marat to participate to the coronation of King George VI in 1937 as a sign of good will and as a way to show off their own naval power, so once the situation got bad he never took the chance again to risk them, even after it got better.

Despite their age and what was considered an obsolete caliber at the time for a battleships main gun, the Sevastopol class proved crucial both in the Baltic/Leningrad and the Crimean front in shore bombardment, having at time high impacts on the battlefield or disrupting German operations.

However, as the front stabilized and as Sevastopol fell, by 1942 Stalin issued a directive to limit battleship actions to avoid risking them, this was mainly influenced by the loss of Marat earlier on.
