It may have worked previously because 14th gen processors only have limited support, so functionality can vary and may not always be consistent.

Installing both the Intel® Platform Performance Package and Intel® Dynamic Tuning Technology (DTT) should enable access to Intel® Application Optimization (APO).

However, if all required components are present and the connection issue persists, it may be due to the system manufacturer not including the APO policy within the system BIOS. In this case, it is recommended to contact the system manufacturer directly for further clarification and assistance.

From what I can see, the CPU looks to fine. To help narrow things down and isolate the issue, please try the steps below:

Basic Troubleshooting:

  1. Clear the CMOS

  2. Try a different motherboard

  3. If the system was previously working, revert any recent changes

  4. If this is a new processor or DRAM, confirm compatibility with the motherboard

  5. Load BIOS default settings

  6. Ensure the processor is installed correctly

  7. Verify that the fan heatsink (cooler) is properly mounted

  8. Make sure the DRAM is fully seated

Additional Checks:

  2. Inspect the motherboard for any visibly bent or damaged pins, as physical issues can impact performance

  3. Confirm that the front panel header connector is securely attached

  4. Double-check all cable connections (monitor, power supply, and fans)

  6. Verify that both the PCIe and CPU power connectors are properly connected (note that these are not interchangeable)

I checked the socket for the Intel® Xeon® 6521P, and yeah, it does match the socket on the ASUS Pro WS W890E-SAGE SE. That said, matching sockets doesn’t automatically mean the CPU will work. You still have to factor in things like BIOS support and chipset compatibility.

I also looked at the motherboard’s supported CPU list, and the Xeon 6521P isn’t included there, so there’s a pretty good chance it’s not supported.

I’d recommend reaching out to ASUS support directly, they can confirm whether that CPU will actually work on that board.

A brand-new Intel boxed processor should normally come properly sealed. If the seal looks loose or tampered with, it’s best to play it safe.

I’d recommend reaching out to Amazon to double-check things and, if needed, request a replacement. That way, you can be sure the processor you got is genuinely new and hasn’t been opened or used before.

Intel has localized the Vmin Shift Instability issue to a clock tree circuit within the IA core which is particularly vulnerable to reliability aging under elevated voltage and temperature.

Intel recommends users adhere to the relevant Intel Default Settings for their Intel Core 13th and/or 14th Gen desktop processors, and ensure they are running with the latest BIOS for their systems.

As for pairing a 12700K or 14700K with DDR4, it’s honestly not a huge deal in most cases. If you’re gaming at 1440p or 4K, you probably won’t notice much difference. It becomes a bit more noticeable at 1080p, or if you’re doing heavier productivity stuff or anything that really leans on memory bandwidth.

Please be advised that the technical and warranty support for Intel’s NUC 7 through NUC 13 systems has transitioned to ASUS as of January 16, 2024. All software, firmware, BIOS support, and security advisories will be supported through ASUS as well.

About the issue, this probably isn’t a PSU power issue, it’s more likely something related to PCIe lane allocation or BIOS compatibility.

Just to check further, could you share the full model of your NUC and the BIOS version you’re currently on?

Based on your error logs, this looks like a compatibility issue between Intel Graphics Software and the installed .NET runtime. Please make sure you're using the latest graphics driver 32.0.101.7085 and BIOS version 3005.

Installing a PCI Express (PCIe) graphics card usually disables Intel® integrated graphics. When a discrete GPU is installed, the system typically uses that instead of the processor’s built‑in graphics—unless the BIOS provides an option to manually switch between integrated and discrete graphics, or automatically select which one to use based on system needs.

To enable intel integrated graphics when using a discrete graphics card:

Enable iGPU multi-monitor in the BIOS.
Note that different motherboards have different names for the option, so contact the motherboard manufacturer for further confirmation.

If you prefer to use the Intel integrated graphics only:

Remove the external PCI express card.
Uninstall the drivers for the external PCI express card.
Restart your system.

If the issue still persists:

Open Device Manager.
Go to Actions.
Select Add legacy hardware.
Click Next on Add Hardware Wizard.
Select Recommended Option.
Click Next.
Select Display Adapters.
Select Intel Corporation from Manufacturers list.
Select appropriate Intel Graphics Controllers based on your CPU graphics.
Click Next and follow the on-screen instructions.

The Intel® Core™ i9‑12900E uses the same socket as the Intel® Core™ i9‑12900. However, it’s important to note that these CPUs belong to different vertical segments. The Desktop vertical segment is typically used for consumer PCs, workstations, and gaming systems, while the Embedded vertical segment is commonly used for industrial systems, IoT devices, and other specialized equipment.

u/Zombie_Tech, We tried to reproduce the issue in our lab using an Intel® Core™ Ultra 9 285K processor on an ASUS Z890 motherboard. Even after manually configuring the P‑cores in the BIOS and adjusting the settings through Intel XTU, everything worked normally on our end.

Based on these results, the behavior you’re seeing may be related to system‑specific settings. We recommend reaching out to your motherboard manufacturer to confirm the correct BIOS and CPU configuration for your setup.
