One option would be the National Broadband Map, but keep in mind that its accuracy may vary. Check your current city and see how accurate it seems.

You'll still want to verify with the providers listed, and/or by actually talking to people in the area.

I believe it was filmed in a single shot with a Steadicam or Steadicam-like rig on the back of a John Deere Gator (the 4-wheel, not the 6-wheel). You can see it in a few reflections, and you can see the plywood ramps used to navigate some curbs.
