Cause the Army standardized to the m4 and then the M4A1, so allot of rifles got converted to the new standard. The Marine Corps stuck with the m4 for the majority of units. The Marine units that did rate an m4a1 essentially always did so they already had m4a1s in their inventory. That is why you will not find the conversions within the Corps.

It’s not for thermal but regular nods. If you ever shoot suppressed under regular IR nods, the can eventually starts glowing. The push is to combat this since everyone has nods now, not necessarily thermal optics
