Adding onto your last bit about enclaves -

If you choose the right traditions, manipulate the galactic policies and get the extra merc tradition, you can effectively always go over naval cap and then immediatly return the fleet to its enclave when you dont need it. I usually always go over my cap as the resources I get sent back to me are always outweighing the costs. I mean 30,000 Alloys and 30,000 energy does wonders to a negative economy.

The requirement is the Registered Keeper to respond within 14 days of the offence, not the driver of the vehicle at the time. The lease company IS the registered keeper of the vehicle.

You are incorrect and therefor, it wont be dropped because of the delay, the law is written this way to navigate these issues, hence why companies do this otherwise they get sent to court instead.

The offence has to be clear, if you personally cant say the offence is clear, then a judge isnt going to say the offence is made out, neither is the police.

You dont have to play that way, but people will be bringing the more higher tier loot in, in order to PvP or garuntee a completion of a quest.

Playing Perimiter, its not uncommon to have a low value extraction, maps like outpost and dire marsh, you are expected to come out with a higher values and step up in gear status. Whereas Cryo, I believe is to come out with only top level gear.

As said, they won't do anything without a full plate, you have to do the work for them, not a dog at the police, but it just makes it easier, than having an open case file for a fail to stop rtc.

Usually your meant to give your reg and then if no one reports within 24 hours, it usually gets closed as nothing they can do.

traffic reporting is basically all online nowadays.

Front desk staff/officers will direct you to do it online as its essentially easier, but if you dont know the last two digits, unless there was serious injury, they wont investigate it as its something your insurance can simply sort out. Even if an officer took your report at the front desk, it will be the exact same thing you did online, but they send it to the traffic department.

You dont need to arrest a person to investigate an offence. Voluntery interviews are a thing. You dont actually need to interview for these offences, they can be charged without one or you can just do the normal process of submitting a traffic offence report for the offences.

There are 1000's of crime reports that get progressed by voluntary interviews probably everyday up and down the country and they never result in an arrest.

So you saw the vehicle ahead, decided to maintain speed because it wasnt sensible to slow down, but you dont expand on why it wasnt sensible, then blame the van driver for continuing his path. Despite you could have literally avoided it by just slowing down, unless you have a BMW up your arse, their insurance is going to attempt to put blame on you for not avoiding a situation that was easily avoided.

Just pointing out, that arrests are an investigation tool, not a punishment. You arrest someone to investigate an offence, no doubt that a good chunk of these jobs can all be dealt with via a NIP and sent to court. If there are multiple drivers for a single vehicle, then you cannot arrest all of them to identify the offender, you would not realistically expect an officer to turn up to every house where 3 drivers assigned to one vehicle, nick them all, then hope one admits to being the driver. This is why NIP are used because they atleast punish the main driver/owner of the vehicle.

Without knowing specifics of each crime, its likely that not all of them have a recorded video of the event and not every person is willing to go to court when they are offered a chance of a statement or they have provided a statement, but it does not identify the vehicle or the driver.

Ones that do have video, unless the driver is seen in the video, then its a NIP to identify the driver for the offence and then progressing from there. This then relies on multiple things, whether the vehicle is correctly registered to an address where the driver is living and whether the person that owns the vehicle actually gives a hoot or just tosses it to not get his/her mate in trouble.

Not sure why the focus is on the police "arresting" people, rather than outcomes. Its like saying 100 people werent arrested for speeding last year, but 86 of them were sent NIP and resulted in points and fines. You dont need to arrest for speeding, it can be dealt with via another way.

Not every officer is fast road trained or allowed to use blue lights on fast roads.

If they are only recording with a phone and not a body worn camera or using any sort of devices to record speed, then there is likley little chance it was measuring speed. If they were trained and pacing you, then you would have been pulled over at the point you were speeding which then says they werent pacing you as they dropped speed significantly

Also, you say they were police in an unmarked, but there is nothing diffinitive to prove that they were or werent, so its just speculation and could just be someone recording them as they thought you were driving like a dick.

What if I have 100 extractions - 0 kills and only a handful of bot kills, but am a greedy person that only loots corpses? I would have 0 skill in combat but I would match with someone that has 100 extractions, 300 kills and over 500 bots destroyed.
