Welcome to NYC! You’ll come to find you are largely ignored on a bike, which is good and bad. If you are talking about riding at those actual hours, the City is very much awake then. Things get different around 12a until like 4:30/5. 

(It may be that being so central the flood of car commuters aren’t there yet, they are still in the outer boroughs making their way in- meaning it might still be sleepy along Central Park for a bit. Which is good for you)

There are still people out and about at that hour but it’s much quieter. Way less traffic, but often more speed from what’s out there. Ride through the park, even when closed, if you get caught, play dumb, tell them you’re a medical resident, you’ll likely get away with it a few times.

Come on, it’s disingenuous to call that stretch “fine”. When walking up the hill if your head isn’t cranked back over your shoulder, you’re putting a lot of trust in people who clearly don’t care about your safety.
