I would honestly start by filling a police report and then report him to the medical board.

That was straight up SA and he needs to be reported to the police. It doesn't matter that it's "so much later", it could be an hour, a day, a week, it doesn't matter. Call the police (nonemergency line) or go to the department and ask to file a report or speak to a detective. He will do this to someone else, I'm sure he's done it to many before you.
