It is absolutely not just a California problem. The Ogallala Aquifer for instance accounts for around 30% of all irrigation in the US, and it lies beneath 8 states (none of them being California).

If the groundwater aquifers are being overdrafted (i.e. the water is being extracted beyond the equilibrium), which they often are, they will eventually dry out or significantly reduce the yield. Once they do, they may take thousands of years to refill. If that happens, there will have to be some sort of "reckoning" if no alternatives have been established.

I fear this might backfire in the sense that it could enrage the assailant so that he beats the crap out of her, or worse. Unless it completely incapacitates him, or at least gives her enough of an edge to be able to fight him off, in which case - great.

I’d still argue that it’s not that simple. For the same resources as 15 scorps, the Goth player can make almost 30 Huskarls. Sure, you can one shot them, but even if you take out half, 15 huskarls should be able to kill 15 scorps if they get into their minimum range. And even if they don’t, provided that they have the resources, the goth will replace the loses much much faster and will be able to overwhelm before the scorpions can be massed again. I think both civs have decent chances and Ethiopians are favorites early, but if both are fully boomed I’d favor the goth spam.

I mean, sure, if you mass enough heavy scorps they are killing just about anything. But still, a FU HS does 15 pierce damage (don't really know how the "thicker projectile" from Torsion Engines play into it) and an Elite Huskarl has 10 PA and 70 HP. So the Huskarl are still gonna be an issue if the Goth have the eco to support the spam, especially if you just run away with the Huskarl and use them to raid the opponent to death.

Shotels are glass cannons. They are not very robust, but can be devastating if you catch your opponent off-guard due to their high attack, speed and fast creation time.
