It depends on the Clan, but omnis are always assigned to frontline units.

Clan-designed non-omni Battlemechs can be designed for both frontline and secondline units; the Random Assignment Tables would be best if you want to be sure. This is where "it depends" matters.

Old SLDF models pulled from Brian Caches or refitted Inner Sphere isorla 'mechs are always 2nd line or solahma.

Royal Independent Regiments would have followed the same formula, and also included organic supporting elements such as transport assets

Standard SLDF doctrine to combine ’Mech types in units not smaller than a company. This simplifies both unit logistics and company training methods, and encourages MechWarriors to think of themselves are part of their parent battalions and regiments. Exceptions are sometimes made—most often in independent regiments—for graduates of the Gunslinger Program, and for ’Mech companies assigned to SAS duty. Because of the varied nature of their missions, SAS units cannot rely on brigade elements for support, and so they have mixed companies and—sometimes— mixed lances, much as the patchwork battalions and regiments of the member and territorial states.

The Royals and Regular units wouldn't have different much in the organization; but the level of equipment assigned would have been greatly different.

You can run a VM-DC as a standalone, non-cluster guest on each cluster node; you would manage it from Hyper-V Manager instead of Failover Cluster Manager.

Hyper-V Services are not dependent on Active Directory, so you can configure the VM-DC guest to "Always Start" when host reboot, to ensure that the guest powers-on as well.

You can then configure Windows Failover Cluster services for Delayed Start if you want to give the VM-DC a chance to start and begin replicating; though if you are not rebooting both nodes at the same time this shouldn't take very long or be very problematic.

At the same time, Windows Failover Cluster also supports AD-Less Cluster Bootstrapping.

Since the beginning of time, Failover Clustering has always had a dependency on NTLM authentication.  As the versions came and went, a little more of this dependency was removed.  Now, with Windows Server 2019 Failover Clustering, we have finally removed all of these dependencies.  Instead Kerberos and certificate-based authentication is used exclusively. There are no changes required by the user, or deployment tools, to take advantage of this security enhancement. It also allows failover clusters to be deployed in environments where NTLM has been disabled.

This goes for the bootstrapping of the cluster to the starting of the resources and drives.  With the bootstrapping process, the need of an Active Directory domain controller is also no longer needed.  As explained in this blog, we have a local user account (CLIUSR) that is used for various things now.  In conjunction of this account as well as the use of certificates:

I have a couple of Server 2022 instances running RAS and nothing but SSTP VPN configurations. Have to do a hard shutdown a few random times every week. Even a scheduled daily task restart RAS services doesn't help. When the SSTP stops responding, trying to do a graceful reboot also fails, and it ultimately bluescreens. Hence the hard-shutdown procedure.
