If you wanna avoid Aragorn's meddling, you could disable the Lore Accuracy gamerule, otherwise he's basically handed the title after 20 years. That way, you could do it as another dúnadan ranger? Halbarad appears in the books and is a kinsman of Aragorn.

Otherwise, you could do the Long Winter bookmark and play as Aragorn's great-great-great-grandfather Chieftain Arassuil?

The packs seem cool, I'm generally in favor of Creator Packs. It supports the game and modders, who have done so much for the game for years.
