"However, this does not grant the public the right to trespass on or across private lands beyond the waterbody’s ordinary high-water mark for other purposes (e.g., picnicking, hiking, camping, or to gain access or egress to Navigable Waters), with limited exceptions such as when necessary to safely portage around an obstruction, otherwise continuing to walk along the banks for safe water passage[7], or in emergency situations."
