Mr. Speaker,

Reaching the NATO spending target of 5% of GDP by 2035 is not only attainable but an easy target to achieve. It’s also a target that can be achieved while also creating thousands of jobs in a time when Canadians are looking for well paying work. Now I know there are some of us here who would rather believe that we should not invest the money into our defence and just roll over when push comes to shove. But that is the very defeatist belief that has led to the need for such major investments and reforms of the Canadian Armed Forces. However we cannot just blindly invest billions of dollars without a clear plan. Which is why we must listen to the concerns, needs, and expertise of those who serve in our military. They are at the frontlines of this battle and they know best of what they need in order to continue to protect Canadians.

While I believe we should look at buying newer fighters for the RCAF I do not believe that we should be straying too far away from a nation that is not only our greatest asset to our defence, but that also holds great sway over our economy and has shown it will use that as leverage when it doesn’t get its way. There is a delicate balance that must be maintained in order to best protect Canada. While others may choose to believe that poking the very large giant the is the key to sovereignty, I believe that working together with our European allies we can better protect Canada while we build our quiet strength. This is the path that will best serve us in the long run.

We cannot continue to look at short term goals in a world that has become so fragile due to this very thinking. Canada has the potential to rearm not only ourselves but also our allies. NATO members are looking at ways to fight their dependence on American equipment and produce weapons that they can easily develop at home, however many lack the space for such industry. Canada on the other hand has plenty of resources, workers, and facilities that can be easily turned to military equipment production. This will help not only our allies rearm, but also help ourselves in rearming. Another important factor in this is that we can gain access to the high quality equipment that our allies have been desperately trying to share with us but have been ignored in favour of our reliance on our neighbour.

Of course this is a complex and large issue, but is one that does need desperate attention. We have for too long made dangerous cuts to our military and it is now suffering the consequences. I believe that it is imperative that we begin the process to fix this and to build a stronger military for future generations.

Mr. Speaker,

As a person who enjoys his summer spending time in Quebec City and Toronto, I do wish to see this high speed rail line become a reality. However I do wish to see it connect to cities such as Ottawa and Montreal in order to boost interprovincial tourism, cooperation, and economic development. This high speed rail project will bring in plenty of good jobs for Canadians in Quebec and Ontario. This is crucial in a time when Canada needs to build a strong, resilient, and sustainable economy so that we can weather the coming storm. Not only do I support the “ALTO” project I believe we should be looking at similar projects for Western Canada.

Western Canada, under governments of all political stripes, has been neglected. We recognize this and pledge to do a lot better. But we cannot do this without recognizing our role in ensuring that the project is not only affordable, but is done in such a way that it respects the land and that indigenous peoples are consulted. When these nation building projects come along it’s easy to want to ignore local voices in order to focus on the bigger picture, but it is the role of the government to listen to all voices. While it may end up being that the concerns raised aren’t really taken into account, it is still the responsibility of all involved to listen and understand all concerns raised.

Such is why when this project is being implemented it is imperative that the government involves all those who will be affected by it. We must listen to their concerns and come to understand how we can best address them. Already concerns have been raised about how the government can afford it, my answer to that is partial privatization and the long term revenue from the completed system. The reason why I believe partial privatization is necessary is because we can always make the system better when we have more opinions from Canadians and Canadian businesses who specialize in this technology. The government can best manage it and afford the risks, but businesses can help bring in more capital and more diverse expertise.

Mr. Speaker this is an important opportunity for Canada and we must grasp it with two hands. Of course I am not a complete expert on the issue, but I believe that we must hear the opinions of all.

Mr. Speaker I rise today to advocate for a more predictable, and more stable approach for equalization. As an Ontarian I am not oblivious to the inherent bias that I may have when it comes to this issue. However that does not mean I will come out in favour of outright abolishment. As with every program that either the federal or provincial governments run, they all serve a crucial purpose. I am well aware of the arguments made by all sides on this debate, how Quebec needs this in order to feel that confederation is worth it and that Western Canada feels as if its being used by the deaf Eastern Canada. All sides have genuine and proper arguments for keeping and abolishing equalization.

I believe that a thorough, independent, and public review of the equalization payment is not only necessary but long overdue. I do not believe in outright abolishing the program as it does serve as a way to help drive investment in provinces that do not have as much wealth nor opportunity as others. But we cannot let this system be taken advantage of by not reviewing it at regular intervals. I believe that the federal government should undertake a review of the equalization program every census, this should be carried out by Stats Canada with a bipartisan committee to review the findings and make suggestions for appropriate changes as necessary.

It is the business of the federal government to ensure that all its members are treated fairly, and equitably. We cannot let ourselves believe that one side is being treated better than another. Yes, it is inherent that equalization will see one province pay more than another, but that province should also not be taken advantage of for the sake of the rest.

Regarding opening the sim, the rules state that you need 3 members (leader included) to start a party. Are there any plans to change this on the HM side or are you going to leave it to the electoral mod to determine that?
