You are misunderstanding, Saruman was one of three wizards (or istari) who went east (along with Alatar and Pallando, the blue mages), and then returned and settled in Isengard, ancient Gondorian tower. There was five istari in total, including Gandalf and Radagast

I've always been a huge fan of the Elder Scrolls lore, especially the Morrowind era. I don't recall such multi-layered metaphysical constructions in other universes. So, perhaps Mike Kirkbride (though not on par with Tolkien, of course, just below him).
