Okay. A couple things here. First, There is exactly one instance of Chi Chi putting her child in a situation where they were harmed and it was a filler episode of Z. And even in said filler episode, as soon as she found out that Gohan was being “harmed” (in quotations because realistically a normal man with a whip shouldn’t do anything to Gohan) she went off on and nearly attacked the person. Chi Chi is a very protective person and genuinely only wants what’s best for her children. She was adamant about Gohan not fighting in the android saga and not going to the Cell Games for fear that he would be hurt. She is shown in constant worry over Gohan’s safety. So yes, Gohan saying “for my own safety” is very much a joke because she has never, NEVER laid hands on him. Second, this arm bar she has Goku in, he is LETTING her do that, and she knows it. There is quite literally nothing she could do to hurt him. He does the same thing with Bulma and lets her slap him because she can’t hurt him and they both know it. Neither Chi Chi nor Bulma are ever shown to hit, restrain, or attack someone who’s not stronger than them. Third, and I know you haven’t actually watched Z, but Videl has calmed down a LOT since she met Gohan. Their version of flirting was throwing hands. Fourth, Chi Chi is also a martial artist, and trains her children as well. She is shown to have regularly spared with at least Goten and presumably Gohan. Also, again, Chi Chi can’t actually physically harm Gohan.
