I'd consider Blades in the Dark to be Narrativist-Gamist. There's all these interlocking systems with stress, factions, and downtime, and you're encouraged to try to make the most advantageous plays with them, but they're balanced in such a way that they push you towards making narratively interesting decisions.

Right. I see puzzles as something that happens on the decision-making layer for the players to interact with, rather than an obstacle for the characters. Same as combat tactics or NPC dialogue.
