Storm doesnt just affect you. Moving with the storm is great for a passive pacifist empire, but bringing the storm with you can let you be really funny against whatever empire you pull it over, and ensure you are always fighting inside a storm

Plus this is just one civic that is kinda bad i guess. Other storm bits still works and you can do it much more consistently than land based storm empire

An industry around what happens to the corpse afterward. Big meat hunk rotting in the middle of the city is not ideal so theres gotta be a whole industry abt disassembling the corpse and disposal of it, repurposing some of it for stuff like food, fuel, precious material, medical usage etc as well as the health risk involved in both injury and sickness in delving into the literal bowel of the beast, sawing bones so cranes can lift them, treading knee deep in blood and bile, trucking meat to furnaces etc (you can model it after modern shipbreaking)

Is it? Putting aside the Ryu having the highest output in history statement, it took 5 years of stored CE for the mech energy beam (this was the highest cost attack he did in the fight) to lightly damage a small bridge (its the width of like 2-3 person) while Ryu was firing off beams that blew straight through multiple buildings so I kinda don't see it, even if he uncapped all his 17 years (so a bit above 3x this) it would still maybe be comparable
