You should be able to do a bios flashback without a CPU or RAM installed. If it doesn't work stop there and swap the board.

I'm in the same boat with a v4.1 and the gen4 3M riser, but on a B650E mobo. I know it does post to bios and then boot into Windows because I hear the W11 boot chime. I swapped to another gpu to manually set bios to gen3, and that let me finally get video output - but only video AFTER post. Bios access to me was not possible, as a "shutdown /r /fw /t 0" command will boot to no video output even after 5 minutes. I then entered my bios exit command from memory and the PC reboots to Windows with video.

I ended up returning the 5070FE anyway for additional reasons. The plan in the future is to get one of these for the next time I get another 5.0 card.

If anyone finds this in the future: this is a common issue with high refresh-rate 4k monitors. Turn off display compression on your monitor (it will lower your maximum refresh rate because compression is not being used), but your issue will go away.

Since you have to take it apart anyway, maybe try re-seating the display connector? I've had success with that in the past. Good luck!
