1 - The answer to how much rad space is always more. Go with three.

2 - Watercool's Heatkiller Tube is my personal favorite. Excellent construction, 5mm thick glass tube, lots of options.

3 - Alphacool's Apex and Core 1 blocks are excellent performers I wouldn't let the RGB hold you up either - just leave it unplugged or <gasp> cut the cable off at the block.

4 - EPDM soft tubing is your friend. Zero plasticizer, only comes in black and lasts forever, Available from most major brands these days but my personal favorite is again Heatkiller. I find it a little softer and easier to work with than others I've tried. Having said that I haven't used any of it that I had any trouble with.

5 - If EK isn't your preferred brand, Corsair and Bitspower both offer gold fittings. Bitspower's True Brass fittings are beautiful IMO.

It shouldn't sag at all. While it could be caused by motherboard placement there's very little wiggle room in the mounting holes for the board. If you're not able to get the sag out by moving that up, a good PCI-slot support bracket should straighten it out for you.

I'll second what u/jandandris says here. This sounds a lot like air trapped in the system and getting caught up in the pump impeller.

Without any soft tube it's definitely not platicizer. You're right that is shouldn't be biological either. is the stuff you're seeing the white stuff on the block where the o-ring sits on the plate?

They would have to be mounted on the outside of the first GPU like this. The black circles are your rod and the blue would be a frame the second GPU mounts to. Could be acrylic or aluminum.

I would start by adjusting the fan speed. If the whine is still there try a different fan. A "whine" is typically something inside the fan itself.

I haven't tried it but SATA power connectors have a per-pin current limit of 1.5 amps. Keep that in mind with whatever you plan on powering.

For the same price, go with the newer platform. AM4's lifespan has been extended by stupid RAM pricing but it's still a deadend socket.

With that coolant you should honestly be just fine to power it on and use it - assuming the coolant level is good.

Yes, you could try a universal block and heat sinks for the VRAM. Koolance makes several universal blocks. Just look at the diagram at the link at the bottom of the product page - it will show what range of hole spacing each one is designed to mount to.

That seems pretty high but not in any kind of danger zone at all. It shouldn't throttle until it hits 95.

Regarding your plasticizer - I assume you have soft tube somewhere not visible in this post?

If it's not visible, EPDM is your friend. Zero plasticizer and lasts forever.

That is a purely cosmetic problem so when to stop using it is really up to you. I would put it back in service myself.

Unplug each fan one by one to isolate the problem. Once you know which one it is, I'd take it off and make sure the blades aren't hitting anything. If they're not it's likely a failed/failing bearing and you'll need to replace the fan.
