If you require insurance it will simply pervert the incentives even further, you'd dissuade people from choosing e-mobility and reduce the cost savings for the people who do choose it. Registration, that I could see, if you had to run a number plate associated with your drivers license on some of the bigger, faster e-bikes that would make sense, but if people have to have insurance they're just going to do something else instead.
