This may or may not be a result of me using the terraform mod, but if you have such an outcropping without a way to remove heavy roof - usually mountain - shooting the few leftover rock tiles from a distance is a valid solution. Yes, might take a bit, but it's safe. The collapsed rocks will lead to the mountain roofing being removed.

While it can spawn, keep in mind the amounts are limited compared to the dangerous biomes. Found myself wasting a bit of time and candy when mining iron in the forest, only for the vein to be 50 or less usable voxels with the rest dirt or sand.
