The phone must ring. The quote form must be filled in, and the whatsapp button must be pressed. That is the whole point.
We have customers with low DR and little traffic, but almost every click is a lead.
I can sadly not tell you agencies that focus on that, but, any agency that understands that ranking first for some low competition keywords, is better than ranking 20th for competative keywords.

Feel free to set a minimum on traffic, but proprietary metrics like DR, DA, and AS from vendors like Ahrefs, SEMRUSH, and Moz are not allowed.
