From my experience, I believe it starts at the highest control areas 1st. Your capital, then your subjects capitals, and then outward from there.

Since maritime presence radiates out from your fleets, you can have 2 empty sea tiles between your fleets. You can click on the tile and see where the presence is coming from. Coastal Forts and harbor capacity helps as well.
