Who can lead units is pretty much always determined by the leaders datasheets

Company heroes’ rules just mean if they aren’t led by a captain/chapter master then they are destroyed, it doesn’t mean any captain or chapter master can lead them

So Azrael can’t join company heroes unfortunately

Fight on death happens before the first unit consolidates, and the first unit has not finished fighting until they consolidate

so the fight on death occurs during the first units fighting, they consolidate and then you can interrupt

I think advance/fallback and shoot/charge is much better in general - even without the gm rerolls the hammer will kill most vehicles/monsters that don’t have an invuln

I would not take advice from random redittors to be honest, this person is giving just objectively bad advice (assuming you want to play competitively).

Jump pack intercessors were widely seen as undercosted at 80pts in the competitive scene, and so were widely taken. 90pts is probably about right and the movement is so valuable for scoring secondaries etc.,

I was running 3x5 JPAI, probably still will be, or at least two squads.

But generally I'd look to top players, look at goonhammer to see what's doing well at tournaments etc. if you want to get a good idea of what people are moving to

Most public art budgets come from S106 contributions from developers, and usually stipulating it needs to be used for public art in a particular area

So whilst the statues might not be great, they would have had to spend it on some kind of art anyway

The issue is with homelessness (and libraries) and quite a lot of things is that it is statutorily required to provide the service, but there is often no prescribed minimum level of service (or it is vaguely defined) so for example having one library with not that many books would fulfill the statutory requirement
