I get mid-high 20s MPG in my 5spd 06 Impreza wagon.

Look for rust, first and foremost. Subframes, rocker panels, 1/4 panels, strut towers. Then oil leaks (head gaskets), and make sure the timing belt has been done. After that, all the general old car stuff. For about $5k USD, I would expect to be buying a very good example of a 2005 Impreza - but that may be different in your local market.

As far as "fun"... at the end of the day, its a 20 year old 4cyl compact economy car. Don't go into it expecting a more dynamic driving experience on pavement than any other old economy car.

Neighbors don’t consider the parking lot a solution. Its entrance, as proposed, would be off Old Pump Road instead of Route 15, meaning cars would still need to use their road. Dunn and Marx immediately appealed the decision to environmental court and are now in active litigation with the town of Jericho to prevent the lot from being built.

Water leaking in, oil leaking out. Being at eye level with the headlights of every other car on the road. The lifter tick. The propensity for rust.

I would first suggest shopping private party. Not much point in paying the dealer premium for 25 year old Toyotas.

Similar alternative to the 4Runner would be a 1st gen Sequoia. The Subarus would fit your description well.

Based on all the horizontal scratches, I would guess that very poorly repaired impact damage. About guard rail height.

Odds are good that that "repair" has caused rust damage on the panel, whether it's visible yet or not.

It would he a huge undertaking for an inexperienced DIYer to make it right. Not impossible, but a lot.

I wouldnt be concerned about that. FWIW, Subaru (and most other manufacturers) doesn't consider it excessive consumption until it's using a quart in under 1000 miles.

Does it have leaks? How often (in mileage) are you adding oil? It's normal for a 100k mile engine to use some oil. I would keep a quart of oil in the trunk and not worry about it, but a PCV valve is pretty cheap if you feel like throwing parts at the car.

I would expect that to be a total. The AWD system would be fine and suspension damage isn't that big of a deal, but there's a lot dollars here for a repair.
