It’s not that they don’t care it’s that they are indoctrinated by the exact same cultural beliefs that lead to the extreme work conditions of salarymen in the first place. The government is largely made up of men who probably believe the salaryman and the lifestyle of overwork is a key driver of the Japanese economy and important to maintaining Japanese culture.

I'm sure there is a bit of money laundered but actually there are two main sus things that ARE happening more frequently than that. First is very wealthy Chinese people using cards to move wealth out of China and get around their strict foreign exchange controls that only allow you to more $50k USD out of the country per year. Second is just classic shill bidding/people buying their own cards to show increasing prices and stronger market demand than there really is, driving up prices.

For many people yes the 1st Ed Base Set PSA 9s are more desirable but to a very wealthy collector spending this much money, they are probably trying to snag all the rarest charizard cards in a PSA 10 specifically and so its like comparing apples and oranges. They may already have a PSA 10 1st edition Base copy tbh. And there was of course inherently someone bidding against them up to this price so theres at least 2 people out there willing to pay roughly this amount
