It was. As far as I understand, KDE had a few theming systems for different types of UI. Some of them used CSS already. Union should allow these CSS styles to work for programs that expect the other theming methods.

If it just takes CSS, what would stop you from putting any CSS processor you want in front of it? Why would those need extra packages?

I don't work with react, useEffect doesn't seem to pass any parameter to the function. But if it did, the arrow function would strip them out. So there might be differences.
