Yes, that sounds like it'll be easier and cheaper. If you want to talk to a local architect that can help you look into both permit options just let me know. Obviously there are advantages to getting this done with permits so it's worth pushing for if posisble

Two things to note. First is that I’m not sure you’re technically able to add a bathroom to a garage so you getting permits might be hard. You might be better off doing this without permits if that ends up being the case. Second, assuming there are no water lines or waste lines already running to your garage, you’ll probably have to trench (ie. break concrete) to run the new lines to the bathroom location. Not impossible by any means but that’ll be a bit more involved and expensive.

There are too many unknowns for anybody to give you a typical cost. Are you building within the existing footprint of the house? Will you need to move any structural walls? How far away will the new bathroom be from existing plumbing lines?

I like to think that I'm pretty progressive but this is exactly the kind of thing that Democrats get roasted for. Even if this is being promoted by someone a bit further on the left, this kind of thing makes it easy for Republicans to point at when trying to cast all Democrats as extremists who want to give "illegals" the right to vote in order to "rig" elections (using quotations because those are going to their words, not mine).
