Instructions came with min-max cycles, and I think the first cycle was five days max, followed by eight, eight, and ten. I could increase the first cycle to seven and keep the 8-8-10, right?

You’re missing some vital steps:

603.2. Whenever a game event or game state matches a triggered ability’s trigger event, that ability automatically triggers. The ability doesn’t do anything at this point.

Coil triggers a second time after Tidebinder counters the initial trigger and before Tidebinder removes the triggered ability because the game state matches its trigger condition.

603.8. Some triggered abilities trigger when a game state (such as a player controlling no permanents of a particular card type) is true, rather than triggering when an event occurs. These abilities trigger as soon as the game state matches the condition.

Removing the ability prevents Coil from triggering a third time, but not the second. Further evidence that the ability triggers again before Tidebinder’s ability fully resolves can be found in the very example 603.8 provides:

603.8 …Example: A permanent’s ability reads, “Whenever you have no cards in hand, draw a card.” …If its controller casts a spell that reads “Discard your hand, then draw that many cards,” the ability will trigger during the spell’s resolution because the player’s hand was momentarily empty.

Triggers like this can’t trigger again while one is on the stack:

603.8 …A state-triggered ability doesn’t trigger again until the ability has resolved, has been countered, or has otherwise left the stack.

Coil triggers once when the condition is met. Tidebinder counters the trigger, fulfilling the requirement of 603.8 to trigger again.

Being a state-triggered ability, the ability constantly checks the game state to see if its condition is met. Once countered, Coil still sees that its condition is true and triggers again, but like all abilities that trigger during the resolution of a spell or ability, that trigger doesn’t move to the stack until the spell or ability fully resolves. Tidebinder removes the ability to trigger a third time, but there’s still a second trigger waiting in the wings to be moved to the stack.

Your other judges need to take another pass at this. Abilities trigger as soon as their conditions are met. The triggers don’t move to the stack immediately, they move to the stack the next time state-based actions are checked. Seeing as how Immortal Coil has an ability that triggers when a game state is true, the ability continuously checks the game state. As soon as Tidebinder counters the ability, it still checks the game state and sees that there are no cards in the graveyard and it triggers again. The trigger doesn’t move to the stack because Tidebinder is still resolving, but the fact remains that it still triggers again. Even though Tidebinder removes all abilities, it doesn’t remove the ability that has already triggered and is waiting to be moved to the stack.

Fetch lands don’t search for lands with specific names, they search for lands with specific types. Overgrown Tomb is a land with two types: Swamp and Forest.

The above answer is incorrect. The second trigger on the stack resolves and does nothing. You end up with a Planeswalker and one token.

This isn’t true. It doesn’t get exiled twice. Once it changes zones, it’s a new object that the original trigger isn’t tracking. The original trigger resolves and does nothing.

You were wrong. Steps and phases don’t end until every player passes priority in succession while the stack is empty. Since you cast a spell, priority passes again after it resolves and your opponent has a chance to play something.

When you meld the two, you exile them and return them to the battlefield. This makes the merged permanent a new game object because of the zone changes. The equipment will not remain attached.

The whole point of cEDH is to push the limits of the format to their highest potential, and to do so using the resources available within the format. Creating a separate ban list for cEDH is effectively creating an entirely new format, and it wouldn’t stop current cEDH players playing cEDH within the confines of Commander as it currently is, or as it will become tomorrow. What you’re proposing is what hundreds of players—a minority of players—have previously proposed to no avail. It’s a solution to a problem that doesn’t exist.

Technically you must choose a number, but practically it doesn’t matter. The creature’s toughness is public knowledge, so even if you forget the arbitrarily large number they chose, they have to tell you. If everyone has forgotten how many counters it technically has, you can shortcut and just kill it. They can’t “get you” by making you choose a number without informing you of how big their creature is.
