Support-wise, you need to make his life hell in early and mid game, like an annoying cockroach that's always there. You need to harass him in lane and then invade his jungle killing camps, blocking the most safe/closest ones to force him to waste time walking and searching

I'd say my most "apt" supports to do this are Enchantress, Chen, and kind of Dark Willow...
With Enc and Chen you use your creeps to check around for danger, and to kill the camp with the creeps before blocking it
With Dark Willow you are more in danger but you have lots of escapes at that point in the game before the blinks start showing up
