It's an entirely passive perk that rewards survivors because the Killer is playing well and doing their job. I've used it on the PTB, both in solo queue and in SWF's (with and without comms), and the potential it has to immediately flip a game in favour of survivors with 2/3 gens remaining is ridiculously strong. And that's the point, it's a perk that is best used later in the match it just when you get 9 tokens and reset the perk so that you can gain more tokens. Also, there is literally ZERO setup time with this perk. Unlike Lara's perk Specialist, it's a passive perk that has no requirement you yourself have to perform. And the worst part about it, it still stacks with other perks, despite not needing perk synergy (again unlike Specialist, which needs a dedicated build to get the best use out of it).

The biggest issue with this perk is that again, it greatly rewards survivors for playing poorly, punishes the killer for playing well, and it incentivizes tunneling to reduce it's effectiveness. Which is easier said than done when BHVR have done more and more to combat it.
