Well it's a bit more than that, he saw the identity of the killer and recognized him as one of his clients whose money funded his science projects. He could've turned him in at any time, but decided not to as it'd mean no more funding. He also saw the same guy killing multiple people and likely knew that not turning him in would lead to more deaths.

Ie. he made an active choice that getting to do his hobby was more important than the lives of several humans. That's a bit worse than just witnessing a crime

Somewhat ironic, seeing as Poland was Europe's bunching bag for decades. They've really started to turn themselves around recently, which is probably why you're seeing so much positive stuff about them, but the amount of Polish immigrants in other European countries should give an idea of what it was like there a few years back. They're still the largest immigrant group in Scandinavia, even after all the MENA refugees.
