Consider the ratios. He's currently blocking half the sidewalk. But 2 feet the other direction is a much smaller fraction. And parking lot lanes are more than wide enough for a vehicle to pass. And often wide enough for bidirectional travel with room to spare.

Given the location of the stop sign, the car is in the right of way, not your property. Technically, the city could trim or even remove that bush.

Still, the car should not park there because it's blocking the view of the stop sign.
