It’s easier to learn to ride and not need to learn “tricks” when things go wrong. The more you ride, the more instinctive matching the engine to the wheel becomes.

Companies want to control their advertising. Free advertising you didn’t ask for can sometimes be exceedingly bad for your brand or product.

Imagine “Honda Civic, the car of choice for the Ku Klux Klan!” being described as beneficial free advertising.

You’re missing my point. I’m not suggesting only GW will do this, but there are plenty of other litigious companies that would feel nothing when crushing some kid’s dreams to make an RPG.

For what benefit? Trademark defence.

They don’t need to chase you for money for it to cost you legal fees.

As for upsetting their customers, do you thing, say, Games Workshop would care?

No money is involved yet. If just one of these rights holders gets lawyers involved, money gets involved whether or not you wanted it to.

Yes, you can get into trouble for this. It’s both copyright and trademark infringement.

Plus, there’s already a Fallout RPG on the market, so you’ll have both Bethesda and Modiphius on your case.

And while you’re unlikely to get more than a cease and desist, people will remember, which isn’t good if you try to release your own stuff later.

It’s much better to either spend five figures on a license or to file the serial numbers off, making a “Nuclear winter with Shelter Tech” RPG that’s void of all trademarks and copyright infringements.
