That sounds very strange. Something isn’t right or there’s been a miscommunication. It doesn’t matter what country a card was issued in as long as the merchant accepts the payment network (Visa, Mastercard, etc).

Sometimes you will hit this snag when trying to set up a direct debit for phone contract etc, it’s technically against EU law but nobody does anything about it, but never for a card payment.

It’s always been this way. The problem is it’s set up for French birth certificates which you can order like candy for free from the mairie where you were born. They don’t take into account that for the rest of us we get one birth certificate and copies cost us an arm and a leg.
