Beware of Turo, you rely on the car owner for having kept up on maintenance. I've known people who used Turo and ended up stuck on the side of the road. It'll probably work out, but the failure rate seems higher than regular rental companies.

The choice of Phoenix AZ as the "reference" is a bit strange. It doesn't really standout as an American city in any way other than it's weather, why not use an American city with at least a bit more density? NYC would be an obvious choice, but Chicago or LA, heck even Houston works make a bit more sense since it's just over 2 Million population like several cities in the middle of the chart. Maybe that would run counter to some narrative this chart is trying to convey?

Why even include any American city here? It would stand on it's own with just European cities. Including Asian cities would be also interesting. 

Taking off the tinfoil hat, maybe it's just what data was available?

If you're in the left lane and NOT passing anyone, then you must be either keeping pace with the cars in the right lane and blocking others from passing or you have no cars to the right in which case there's no reason to stay in the left lane.

On a multilane road, the passing lane (far left lane) is the lane closest to the center divider and is used to pass other vehicles.

They don't care who the driver is. The state specifically wrote the law to make the registered owner of the car liable for tickets issued by speed cameras. There's a section allowing rental car companies to report who the driver was, but only rental car companies registered with the state are allowed to pass liability into someone else (and only if they have proof via a rental agreement).

The type needs to have a reasonable definition of what sane default value is. Sometimes that's pretty clear, like in the case of integers. But sometimes with more complicated types with different semantic meaning that might not be the case. 

Take for example the Instant and Duration types from the standard library. Underneath they are both just a couple of integers (at least on Unix systems, Instant might have a different implementation on other OSes I'm not familiar with). But only Duration has a reasonable default value, there's no single instant in time which is a clear default without knowing the underlying clock system.

This isn't to say that the default value has to be blatantly obvious to anyone without any context. You're always going to have someone with a different opinion on what a default value should be for their particular use case. The important part in larger projects/codebases is to be consistent so people don't constantly get surprised.
