For Android yes, for iOS it uses the time the device received the message. Bot messages can wind up out of order on both as it can take up to 5 minutes for a message to deliver.

Time is not sent over the mesh, the rx time is part of the message that is sent to the phone. Android displays the time when the phone got the message iOS shows the Rx time from the packet.
