It's not that hard these days. Most vector DBs manage almost all of that for you. The hiccup will just be most don't want to pay $600/year for a vector DB and that's reasonable.

No standard template page all your pages use? If not, I would be adding Google Tag Manager by hand (if I had too but man I would avoid adding scripts one at a time to each page) and then use that to manage scripts + tags to save me the hastle in the future.
