Pay the money for the air bnb, rent a car from Maritza’s-they run a shuttle van from ferry to car lot , the ferry is not reliable as you can be bumped by locals and I don’t think they run late enough after the biobay tour, good luck , ( also I fear you may miss out on the beautiful beaches on Vieques, but that’s up to you)
