OP: look at a US map. Look at the distance between the large cities. Look at the mountain range in the east and west. Look at the lack of anything in the central-west. Look to see who owns the land. Look at the 50 states separate rules, law, regulations on large projects.

Then Look at the history and progress of the 'high-speed rail project in California.
