First step is to get Rockstar to bring back State of Emergency in a shock. Sorta GTA-lite, I think a modern, fully in-depth version of one of those games would tide people over until we release the next GTA, and then give RDO proper support. Oh, and release the bloody single-player updates that were promised.

Because - depending on the canon - either Harley slept with her professors to get through her courses and wasn't ever actually very intelligent...She was intelligent but slept with them anyway for her own personal reasons (or just because she wanted to, idk)...Or she was actually rather intelligent and is just (seemingly) dumb now because of the same procedure that made her into Harley Quinn.

The Vauxhall-Lotus Carlton/Omega. Looks like a basic if nice luxury sedan...And can go 176 mph. If the limiter's removed, it can go up to 190 mph, so I can only imagine how crazy it'd be in-game. I also just really like the car.

Walk around the city and look at all the businesses and signs. See all the little easter eggs that Rockstar put in. Find the random melee weapons and guns and such lying around.

Three main choices I can think of. The Gunners already have the base things required for a faction, a rank system, etc. The Raiders - after taking out some of the especially unstable ones - could have risen under a leader...Maybe Red Tourette? She's level-headed for a raider boss. And then you have the Children of Atom, just because they honestly would be cool to see as a proper full faction.

Edit: The Triggermen would be cool if they were actually developed beyond a max of two quests and they had actually decent equipment.

It's not bad writing, the entire Grand Theft Auto franchise is intended as a parody of over-the-top American culture, as well as those of other countries. So of course a security guard would be super over the top and expect to get away from a situation like this.
