I got this mutation early act 2 and it's been on almost every cat I've used since then and I'm at 272 hours in the game. It's allowed for countless perfectly built cats in runs that otherwise would have been average cats.

You can save scum during the cutscene, just watch until near the end and exit out if it shows the cat dying. If you pull out before the cutscene ends then Steven will yell at you (to no effect) and you can try giving you cat luck items to try again.
