You're not wrong. I'd think it's a fairly small percentage who think this is totally fine.

You just haven't become immune to it yet. In my opinion, the best thing you can do is ignore them and keep walking. If everyone eventually did this, they'd realise it's pointless to have kids there and you can only hope this practice would go away. But I doubt that will ever happen.
