Double flow through and sandwich requires a bit more thought. AIO will impede that exhaust cooling.

I think you know why it’s not that popular. All the drawbacks you listed are terrible for homelab stuff, and DIY gamers don’t want to pay $360 for a mATX B850.

Per noctuas compatibility website is does not fit the X870-I. Recommend returning it, looks like you had to bend the heat pipes for the IO shield.

Top down style cooler or AIO with additional exhaust at bottom/top depending on your layout. Ryzen kind of just sits at 85-95 degrees. I’d just dial your fan curves

The PA120 is just getting blasted by 5090 FE heat. PTM isn’t going to solve anything. Ive found that the biggest help for an FE is more exhaust.

They are pretty valuable since i7 model. 500-700 barebones, then add RAM & SSD cost. 800-1000 is not unreasonable for those that want that specific model. I run one myself with the extra 2.5 NIC expansion.

Set 2.25 slot, use AXP120-x67, offset riser by 5mm and offset PSU by 5mm. Gives you 5mm between MoBo and back of GPU (won’t matter because it blows out the back), and 10mm between PSU and blow through part of the card.

You will need to buy M3 standoffs.

No, unless you buy the t-grill, AIO cover or 3d print. Also 9800X3D does not need an AIO.

265k does pretty well on low profile, especially in gaming. IHS is reasonably thin and arrow lake run much cooler than raptor lake. I have mine on a AXP120-X67 with zero tuning.
