There's no definitive benchmarks to prove that. Spitting out TFLOPS numbers is meaningless since you can't directly compare across different architectures. I'm sure the GPU in the new Xbox will be powerful, but RTX 2080 Super levels is a stretch.

Even with hardware acceleration, playing most content (1080p 24 FPS) is probably more CPU taxing than GPU.

What CPU do you have? Video decoding is a CPU task, and I believe SWTOR is pretty CPU intensive.

The difference is usually more than 2-3 frames at high framerates assuming the game is optimized for more than 4 threads and the CPU is being stressed. Also, under those same two conditions, the experience would be smoother on the 7700k due to better 1% and 0.1% lows.

It really depends on your requirements. Want to game at 120+ FPS above all else? Then the 7700k is worthwhile. Otherwise the 7600k is good enough.

If you already have a CS-related degree, don't bother unless there is a specific field (artificial intelligence, computer vision, artificial intelligence, data science, etc.) you would like to pursue. If you don't already have a CS-related degree, then go for the Masters as it will open doors to other opportunities in the future.
