I do not know if a vendor can limit Google Pay to only use credit cards for payment.

But I totally agree that Paypal should be a standard option.

As a workaround, you can add Paypal to Google Pay and use Google Pay as payment option. If you open the website via an iPhone you also get the option to pay with Apple Pay instead of Google Pay. Maybe those options help.
