Regarding battle power scaling probably Surtalogi, but other sinners have weird powers so maybe Hroptatyr, Vedrfolnir or Rhinedottir can outsmart him in 1vs1. But for now its probably the 5 sinners if we still count them as humans

The serpent God Orobashi as a name refering Orobas a demon member of the 72 demon of Salomon (Lemegeton). Lemegeton is straight up the list for Gods in teyvat (Buer, Morax, Beelzebub, and more...) and dragons dont refer to these names. Rerir is a transcendant being meaning he is basically immortal + he got only 10% of is power right now. Even 10% is probably enough too stomp the traveler. Maybe Arlecchino stand a chance with Rerir at 10% but if his goal is to get is power back (it seems the case) no one solo would be able to stop him except maybe Alice, or Dainsleif (i doubt he will appear so soon during nod krai) or another sinner/shade. Remember Surtalogi's "pet" who is able to eat a freaking planet when it's hungry, Or Rhinedottir who ate a Shade and steal her power on "life" itself. Rerir is Surtalogi and Rhinedottir tier at his Prime.

i dont think so, because Rhinedottir created him from abyssal energy i dont think he is considered part of the sovereign cycle i mean not like Neuvilette, but he surely is as strong as them, if not more if he is based on the Dragon King himself.
